Why Build A Car That Looks Like This?

This is the 1960 Czechoslovakian Tatra T603. But you have to ask yourself, "Why build a car that looks like this?" Why? Why?

The rear of the car looks normal enough for any 1950's vintage auto, by that standard. But what's with this front end and weird headlight arrangement?

Truly bizarre.
